Township Clerks are the administrative officials of the Township and are appointed by the Town Board. The Township Clerk is the primary "go to" person for the Township. If you need to conduct business with the Township and are  unsure of whom to contact, check first with the Township Clerk. The Clerk coordinates the Town Board, the Planning Commission and Annual Meetings, and administers elections.

The Deputy Clerk is an additional point of contact between residents and their town government and helps support the Town Clerk. The Deputy Clerk coordinates the Park and Communications Committees.

The Township Treasurer is responsible for managing the Township's financial operations, including maintaining financial records, preparing budgets, and overseeing tax collections. The Treasurer works closely with the Town Board on financial planning and reporting to ensure the township's fiscal health. The Community Service Officer works in addition to police services to handle community issues and assist Township residents with non-emergency matters. The CSO issues burn permits and helps coordinate with the Township engineer on infrastructure concerns such as culvert repairs and road maintenance. The CSO may also assist with minor neighbor disputes, such as noise complaints or barking dogs, by facilitating communication between residents.

All emergency calls should still be directed to 911. The Community Service Officer is an additional resource for non-emergency community matters.

The Township building inspector is responsible for the application and enforcement of the building code and related ordinances regulating construction, alterations and the use of buildings within the Township.

Stillwater Township contracts with Miller Excavating for road maintenance services on Township-owned roads. Road maintenance responsibilities include snow removal during winter months, storm debris cleanup, and addressing roadway obstructions such as fallen trees. Miller Excavating responds to weather-related emergencies using a phased approach: first clearing travel lanes to restore safe passage, then removing large debris, and finally completing beautification work to restore roadsides.

Not all roads in Stillwater Township are maintained by the Township. County roads such as County Highway 5 (Stonebridge Trail), County Road 11 (Otchipwe), County Road 55 (Norell Avenue), and County Highway 96 (Dellwood Road) are maintained by Washington County Public Works. Highway 95 is maintained by the Minnesota Department of Transportation.

The Park Department is comprised of two part-time staff: the Park Manager and Assistant Park Manager. The Park Department oversees the five parks and trails within the Township. The Park Manager works with the Park Committee to identify improvements to parks and maintenance needs. If you have any concerns or questions regarding parks, please contact the Deputy Town Clerk.

The Township Planner is contracted through TKDA. The Township Planner guides land use and development decisions to ensure compliance with zoning regulations. Responsibilities include reviewing development applications, advising the Planning Commission, interpreting zoning ordinances, and coordinating with property owners, developers, and township officials. The Township Planner ensures all development projects align with the township's comprehensive plan and regulations.

The Township Engineer is contracted through Sambatek. The Township Engineer provides professional engineering services for township infrastructure and development projects. Responsibilities include reviewing development plans for engineering compliance, overseeing road improvement and infrastructure projects, coordinating construction and maintenance work, managing stormwater and drainage systems, and preparing specifications and cost estimates for capital improvement projects. The Township Engineer works closely with the Town Board, contractors, and developers to ensure all engineering work meets township standards and regulations.
